Consultancy services in Tajikistan, new international project for Alb-Architect

On October 7, 2021, a new contract was signed between the United Nations Office for Project Services ("UNOPS") and Alb-Architect for the Provision of Consultancy for Design Services for New Ayvaj Border Security Detachment Headquarters, Tajikistan.

Alb-Architect continues to expand consulting services in the international level by developing a full package of the concept design to be used for the development of the detailed design for the construction of the New Ayvaj Border Security Detachment Headquarters.

 Tajikistan faces various risks due to geographic location. Gaps in effective border management particularly with Afghanistan results in instability not only in Tajikistan but Central Asia as a whole.

Against this backdrop, the Tajik Border Forces have identified the construction of a new detachment headquarters (HQ) in Ayvaj, close to the Tajik-Afghan-Uzbek border, a key strategic tri border location. The new compound will replace the dilapidated Shartuz Detachment HQ, which is located 80km further inland and it will comprise an area approximately 90,057 m².

UNOPS has developed the Concept Design for the New Ayvaj Border Security Detachment Headquarters, which has been planned and designed according to the requirements provided by the end user as a high-level overview for the new border guard campus facilities.

The services required through this ITB, respectively this ToR are divided into two main stages which also present the technical deliverables expected to be completed through this contract; the two main stages are as follows:

  1. Technical Feasibility Study for implementation of facilities for the Tajik Border Security Forces;
  2. Schematic Design for implementation of facilities for the Tajik Border Security Forces.

Alb-Architect in the role of design consultant, will conduct detailed topographic, geotechnical and any other engineering surveys required for the Schematic Design and Cost Estimates. Conduct an environmental study regarding impact of construction works and proposed way forward for optimum waste management of detachment operations and related activities. Consequently includes a full set of design drawings for the development of Technical Design, prepare the design of MEP installation and building elements, earthworks, roads and paving design.

During the development of the design, Alb-Architect shall consider construction and health and safety considerations; in such a manner that the construction is conducted in a safe way.

In addition, Alb-Architect shall ensure that the design solution addresses all aspects of the UNOPS policy for Sustainable infrastructure, wherein UNOPS has committed to design and implement infrastructure projects in a manner that respect the principle of social and environmental responsibility, including preventing or mitigating adverse impacts on the environment and identifying opportunities for improved environmental performance.
